When you mint a new coin (ie write a new contract), you select how many tokens exist. When you publish that contract to an exchange, you bankroll it with another crypto, creating a paring with that crypto. For instance, if a make a coin called JUS based on your username, and I mint 1000 coins in it's ERC20 contract, I can add that contract to Uniswap along with 1 ETH (plus gas fees). That one ETH provides liquidity, and all of my tokens are immediately worth 1/1000 ETH.
