VTCLX tracks the Russell 1000 index more or less, large cap and mid cap. You can more or less duplicate the fund with Russell 1000 index fund, that has lower ER, but higher tax drag.
Sounds like you want to minimize your ordinary dividends, which get taxed at higher rate. You seek qualified dividends that get taxed at lower rate (like capitals gains). That is popular tax strategy for upper tax brackets. VTCLX
Why not just VTCLX and chill. It’s heavily skewed toward tech

Sell them all, right now, and harvest your losses before EOY 2021. Then dump every penny you managed not to lose and put it in VTCLX. Buy more at regular intervals every month.
