There are several bottlenecks, not just one. Power is definitely one, but not as simple or clean as chips or optics or copper. As you said, there are several options and ways to approach them. POW, JOUL, GRID, VOLT and to a lesser extent AIPO/TCAI and others are ETFs that focus on power in a way beyond just utilities.
