Firstly there are more than one type of publishing deal, so different publishing companies do different things. For example other than just admin and collecting royalties, A Publishers other roles will include helping you get your music out there, for example securing sync deals, which is where your music can be used in films. Or if you’re a song writer, getting your work to artists. Artists and labels don’t necessarily need publishers, but they sure do help a lot. An artist can be unsigned but have a publisher. A record label can also facilitate publishing duties. But performance rights organisation companies such as PRS For Music in the UK collects and distributes money on behalf of songwriters, composers and music publishers, for the use of their musical compositions and lyrics. This would be the ASCAP in the USA. A performance rights organisation will for example collect royalties every time your song is played on the radio and then pay the royalties out to you and/or your representatives (including publishers). But, You don’t need to have a publisher in order to register with a performance rights organisation as an artist or a label. I think personally think the most major step forward and most difficult would be getting radio stations and other entities such as clubs who to use smart contracts directly with the artists to pay royalties. Because I’m not sure how that could be implemented without it being regulated.
