This assumes a situation where the school cares about reputation. Anyone setting up a fake school is either doing so to essentially sell others clout or as a scam. In either case once they lose their reputation they can simple create a new "school" with a different name on the blockchain and they're off to the races. Hells, if there's no managing authority for the system then they could say their name is that of a popular school with a good reputation, and the only way to know differently would be to know what the token for the "good" version of the school is. That's generally best solved by complaining to the managing entity, not by trying to replace it with a new system that will just have its own problems. In this case ones that potentially undermine the purpose and credibility of the system as a whole.
Regarding Joe's School, a person issued with a black belt from Joe's would not be the same as one from Kim's .. It would be 'BB from Joes' vs 'BB from Kims', so reputationally we could see where they've come from. I know this can be done conventionally, but that requires querying a third party database, which depends on the hosting entity to maintain and keep up to date. I am affiliated with a global TKD system and any sort of interaction with their official systems is a pain - clunky, out of date websites, slow data retrieval, etc. This is really a mental exercise for me to see whether it's possible (or indeed necessary).
