If any new businesses are being generated. Its business being built in the US because the product isnt tangible but creating a US business can avoid the Tarrif. Kinda like Sony with SCA. It has an American company and can print disks in America. They don't have to worry about Tarrifs because it's American company with a majority foreign shareholders.
That doesn't make Standard Charter a frontier market company though. Their HQ being in the UK makes SCA a developed market company even though they operate in frontier markets.
