While they may be able to purchase from miners, the Government doesn't quite work that way. First, they have multiple different stacks depending on which agency did the seizure. The biggest pot of BTC they have is the Mt. Gox recovery and that is already accounted for by those that have made claims against it. Secondly, the other seizures must be auctioned off unless the Government decided to eminent domain it. If they went that route, it is unlikely to be sold. It would go into the coffers just like physical property does. Back to seizure sales, those are held by the organization that is holding it. I believe the DOJ has the biggest stack of like 60-70k BTC and then a bunch of other organizations have much smaller holdings. I know when I looked earlier this year that went all the way down to like even the GSA having like 0.23 BTC they recovered from an employee that mined on their PC way back when PC mining was still possible. There are multiple resources out there where you can track this sort of thing. Arkham Intelligence tracks accounts and then Jameson Lopp's website keeps track of Government auctions.
