Sort of, what they apparently have is type of air mines which last in the air for a few hours but need to be launched in advance. Brother, there's about a dozen reasons this wouldn't work, I don't even know where to start. First, that's not how aerosol dispersal works. There's not much you can do to keep it from turning into a fine mist. And since the aircraft is gonna be travelling at a few hundred mph, you can't just spray more. You need multiple passes. Second, panels have coatings on them similar to Teflon to prevent anything from sticking. It might technically be possible to find something that sticks, but I'd be pretty skeptical. Third, panels are regularly cleaned already with a combination of systems. So, even if you did manage to lower the output, it'll be working just fine very quickly. Fourth, nobody is gonna fill a tanker with a pump system designed for water or fuel with paint, especially some designed specifically to adhere to a non-stick coating. You'd totally ruin a multi-million dollar pump system with every use. Fifth, you can't fly a tanker in contested airspace, it's a nice fat target for any ADS crew, the kind they dream about. That's a major strategic asset with very few defenses. Sixth, they'd need to fly real low, like MANPAD low. Any jackass with a shoulder mounted launcher or AA cannon is gonna have a fun day. Seventh, a couple of JDAMS can do a more permanent job and you can lob those from miles away, especially with a glide kit on them, and nearly every combat aircraft we use can do that. Eighth, we usually hit power stations as part of SEAD and DEAD to knock out the enemy ADS for follow-on strikes. There wouldn't be much of a point in striking it again. Ninth, Solar plants tend to be relatively low output with a huge surface coverage. They make a terrible target. Even taking an entire plant offline wouldn't cause a major drop in output Tenth, the point of hitting oil infrastructure isn't just to damage the power grid, it's to disrupt the entire system. Take out production, and the refineries shut down (which can mean weeks or months of downtime because they're designed to continually run). Take out refineries, production has to halt (which similarly damages those facilities) because you can only store so much crude. Hit a pipeline and everything has to shut down. If you're gonna hit a renewable energy plant, you use a bomb. If it's too big for a bomb, you use many bombs. If it's distributed, you hit the substations to cut power in the area you want to operate. What you don't do is try to use the world's most expensive spray paint from a kilometer up and hope it sticks to a non-stick surface.

There hasn't been a ship designed in the US since the early 80's, the Arleigh Burkes. Now, they are good ships, but old and unable to be upgraded further. Not enough hull space nor power generation. The problem is that it isn't WW2 anymore, or even the 80's. Navy ships rely on overlapping AA bubbles and the ability to maneuver to stop/avoid incoming attacks, that's why the Navy has stayed out of range. The strait is only 21 miles wide at the choke, with the safely navigable channel for deep draft vessels being 2 miles, although that is with a big security margin. So, there's no room for several destroyers, at least not enough to get a decent overlap. The mountain range starts only 30 miles inland, so it's not as easy as securing the shoreline. The short range to the mountains means the Burkes radar won't pick up any drones or cruise missiles coming in low. This will probably mean that the escorts will need to be constantly at GQ, and probably weapons on auto. If they have to do that, air support goes out the window. There's so much EW going on in the area that the risk for friendly fire would be unacceptable. Besides, the US Navy only has 74 of them. And like all military units they are meant to be on rotation of 1/3 at sea, 1/3 for refit/resupply crew rotation and 1/3 in drydock for heavy maintenance. The problem is that the Navy has run an insane OP tempo, and every single ship is way, way overdue for maintenance. And then something that few consider. Missiles are fired from a VLS cells. A cell can contain a tomahawk, or a various amount of AA missiles, with the smallest being 4 to 1 cell. The Burkes has 96 VLS cells, the Ticonderogas has 126. But they can't reload at sea, the cells are between 5.3m to 7.7m, need cranes. In other words, the ships will be hideously vulnerable to oversaturation. They can track up to a 100 targets or so, but they can only illuminate 3 at a time for the older missiles. The newest SM6/SM2 can aquire targets on their own, kinda, so perhaps 12 targets at once can be engaged. So, if 40 drones, 10 speedboats, 5 USV and a couple of ballistic missiles show up... See the problem?
