This is not correct it would just open man in the middle attacks. You cannot try a bank password more the 3 times it will lock the account so the banking sector will be fine. Also there is a finite amount of IPS you can test from. Breaking a captured package or BTC which you can clone the entire ledger is way easier since you can do everything in memory. Normal infrastructure will still be fine.
