South Korea don't have a treaty with them. It will need to be the US as they do have an old treaty and have extradited in the past. the U.S. Securities and Exchange Commission have charges so will be interesting if the USA pass him over to SK.

You'll be disappointed when south korea gives him a slap on the wrist for punishment. SK is notorious for weak judgement against criminals, especially scammers. That's why there are a ton of scammers in SK. SK is also known for corrupt politicians and judges who historically took bribes. Btw, their judicial system does not have jurors like the US. That means the judge have all the power to make the verdict. Itll be best if SK hands do Kwon over to the US and let them handle it.
