Ukraine is a sovereign state fighting a Russian invasion, so it needs weapons, ammunition, military training, reconstruction assistance and large-scale financing to keep the government and economy functioning. Palestinians aren't receiving Canadian military aid and don't have an equivalent sovereign state financing structure, so Canadian support is much more heavily concentrated on humanitarian relief. The more meaningful comparison is therefore humanitarian aid. Since October 7, 2023, Canada has committed more than $356 million in identifiable humanitarian assistance for Palestinians: more than $270 million had already been committed by early 2026, followed by another $86.3 million for medical care, food, water, sanitation, shelter and protection in June. For Ukraine, Canada's cumulative humanitarian commitment remained $352.5 million as late as May 2024, essentially unchanged from its March 2023 level. Canada's current figure is just over $427 million since January 2022, meaning roughly $75 million of additional humanitarian aid has been committed since October 2023. So during the same recent period, Canada has committed roughly five times as much new humanitarian assistance to Palestinians as to Ukraine. The population difference makes that even more significant. The World Bank estimates about 5.4 million people in the West Bank and Gaza, compared with roughly 39 million in Ukraine—Ukraine's population is about 7.2 times larger. On a rough whole-population basis, Canada's post-October-2023 humanitarian commitments work out to around $66 per Palestinian versus about $2 per Ukrainian—more than a 30-fold difference per person. That's an approximation because humanitarian programs don't literally distribute money evenly across the population, but it illustrates the scale. The concentration of humanitarian need is also different. Canada cited UN estimates that more than 3 million Palestinians require emergency humanitarian assistance, which is over half of the West Bank and Gaza's population. OCHA estimates 10.8 million Ukrainians require humanitarian assistance in 2026—an enormous number, but against a national population roughly seven times larger. There's also a timeframe problem with the comparison. Russia's full-scale invasion began in February 2022, so Canada had already committed hundreds of millions in Ukrainian humanitarian aid before October 2023. Using Ukraine's cumulative war-era spending alongside Palestinian spending beginning in October 2023 automatically gives Ukraine an additional ~20 months of spending. And much of what makes the Ukrainian total look so large isn't humanitarian aid at all. A functioning Ukrainian state can receive sovereign loans, budget support and military equipment because it has a recognized government and armed forces resisting an invasion. There simply isn't a Palestinian equivalent to several of those spending categories. Treating them as though Canada chose to give Ukrainians billions in "aid" while giving Palestinians only humanitarian assistance obscures what the money is actually for. So if the question is whether Canada has been comparatively generous toward Palestinian civilians, the overall Ukraine total isn't very informative. On the category the two crises genuinely have in common—humanitarian assistance—Canada has actually committed substantially more to Palestinians during the same recent period, despite the Palestinian population being dramatically smaller.
