The way i understand your question is, how is this device even generating random bits in the first place. I can have a pseudo random number generator with x+1 and a seed of always x=0 that would output 0b0000...001 very predictable if you ask me even with a million bits of output. Imagine having an accelerometer sensor, light sensor, temperature sensor or an RF-Antenna etc. that is reading "random" data. That is the only way to get this to work.
