I believe he only removed 1 eth from the liquidity pool, the other 13 eth came from the 5% tax that was supposed to be used to buy FRENS shares on friendtech to increase the value for holders. Not illegal but he did make it clear from the beginning that the tax was intended for that purpose.

A DAO is a decentralized autonomous organization. It can be many things and DAO is vague. When you hold governance tokens for the DAO you participate in governance over things like a community treasury, dapp development and so on. There are many levels of a DAO and to me they’re more than just the speculative tokens. I can explain things and confuse you further or I can refer you to some resources that helped me to understand them better.
