WHILE EXPERIENCING PLATFORM OUTAGES, ROBINHOOD FAILED TO MAINTAIN AN ADEQUATE CUSTOMER RESPONSE SYSTEM. THEREFORE, ROBINHOOD VIOLATED IOWA CODE §502.412(4)(I) AND IOWA ADMINISTRATIVE CODE §191-50.17(3). 5.
