Russia does not want ramps at all! They have restricted moving anything over $10K outside of Russia. They are restricting FC withdrawals because the banks don't have enough. Any Russian with half a brain is going to take their savings, convert to FC and stash it elsewhere. If Russian banks allowed on-ramp, people would buy crypto with their savings, and transfer out of the country, where the government doesn't have control over it. This will accelerate the economic collapse to speed of light.
