Withdrawals have been halted so often in 2021 and 2022 that some created a tracker. Funny enough. Deposits were always open: https://moneroj.net/withdrawals/ OKX closed withdrawals for more than a year. Binance closed it for weeks several times. Poloniex and HTX have withdrawals closed for 2 to 3 months now.

The connection here means that the company managed to either bribe or have powerful connections to the government, not that the company is directly affiliated with the government.
