Withdrawals have been halted so often in 2021 and 2022 that some created a tracker. Funny enough. Deposits were always open: https://moneroj.net/withdrawals/ OKX closed withdrawals for more than a year. Binance closed it for weeks several times. Poloniex and HTX have withdrawals closed for 2 to 3 months now.

Binance, OKX, HTX all have government connections. CZ even spoke of that on Twitter before. The connection here means that the company managed to either bribe or have powerful connections to the government, not that the company is directly affiliated with the government. In fact, you can access these 3 exchanges without a VPN (proxy) while all other exchanges are blocked and requires a VPN to access. p2p is getting more and more difficult these days, especially with banks banning accounts willy nilly.
